It is against the law for anyone under the age of 21 to operate or ride a motorcycle, or any type of motor-driven cycle, upon a public street or highway, unless they are wearing protective headgear. 
 
For anyone over 21, helmets are optional but recommended. The CDC released a study showing the efficacy of motorcycle helmets in preventing injuries.
